Room-by-Room Inspection Workflows for Purpose-Built Student Accommodation

PBSA properties have unique inspection requirements — cluster flats, shared kitchens, en-suites, and common areas. Here's a room-by-room inspection framework built for student living.

Cluster flats with shared living spaces, en-suite bathrooms accessible only through a bedroom, communal kitchens serving multiple unrelated tenants, and high-volume common areas all create inspection challenges that a standard residential inventory process is simply not designed to handle.

Understanding PBSA Property Types

Before designing an inspection workflow, it's important to understand the range of property types you're dealing with. Most PBSA developments include a mix of room types, each with its own inspection requirements and its own attribution considerations for damage.

  • Studio apartments: self-contained, simplest to inspect and attribute
  • En-suite rooms: private room with private bathroom, shared kitchen and living room
  • Standard rooms: private room, shared bathroom, shared kitchen
  • Cluster flats: 4–8 rooms sharing a kitchen and living space
  • Accessible rooms: adapted layouts requiring specific condition checks
  • Premium studios or two-beds: higher specification requiring detailed documentation

The En-Suite Room Inspection Framework

The en-suite room is the standard PBSA room type. An effective inspection workflow covers three distinct areas: the bedroom, the en-suite bathroom, and the tenant's share of any communal space. The bedroom inspection should cover all four walls, the ceiling, the floor, the door and frame, all furniture, the window and window fittings, and any integrated lighting or storage. The en-suite bathroom should cover the shower enclosure, the WC, the sink, the towel rail, any storage, the floor, and the extractor fan.

The communal space element is more complex. The kitchen, living room, and any shared bathrooms are inspected once for the cluster as a whole, but the condition findings need to be recorded against the cluster flat identifier rather than any individual room. When damage is found in shared spaces, the attribution decision must be documented clearly.

Photographing PBSA Rooms: A Standard Shot List

Bedroom (minimum shots)

  • Full room from doorway (establishing shot)
  • Each wall individually
  • Ceiling (especially near light fittings and corners)
  • Floor (all sections visible)
  • Desk and chair
  • Wardrobe (inside and outside)
  • Bed frame and mattress
  • Window and window lock
  • Door handle, lock, and door condition

En-suite bathroom (minimum shots)

  • Full bathroom from doorway
  • Shower tray, enclosure, and shower head
  • WC pan, seat, and cistern
  • Sink and taps
  • Mirror or cabinet
  • Floor tiles and grout
  • Extractor fan
  • Any mould or water damage (close-up with context)

Communal Space Inspection Workflow

Communal spaces in cluster flats present a particular challenge because they are jointly occupied by multiple tenants with no clear individual responsibility for their upkeep. The inspection workflow for communal spaces should mirror that of individual rooms but with explicit attribution notes for any damage found.

When photographing a shared kitchen, capture every appliance, every worktop section, the sink, the floor, the walls, and the inside of any cupboards. For each condition issue found, note whether it can be attributed to a specific occupant (based on contextual evidence) or must be treated as a shared liability. This clear documentation is essential if the deduction is later challenged.
